Since we didn't get to the "Island Repair" agenda item in last Tuesday's meeting, I am proposing this meeting.

TOPIC: Island Repair Details (One and only topic to be discussed)

Building on the Sep 6 meeting MOD (in below e-mail), here is our framework for the meeting this week:

1) Timline of 4Q08 lake maintenance
- Oct ____ --- Work barge available around Oct 19 (delivered assembled from Gordon) (12' x 20', 7000# capacity with loading ramps)
- Oct ____ --- Issue communication concerning lake level, maintenance plan, and no-wake rule for mid-lakes during maintnence.
- Initially drop lake to 7-8 inches below spillway (almost there now. It is 6-1/2" below spillway as of Oct 11) The lowest level we saw in Spring 2008 was 8" below spillway and lakes/tunnels were still usable. (As work progresses, will need to determine if we need to lower further. Note: Additional, water level drop may restrict lake use partially/completely.)
- Oct/Nov ___ --- Equipment delivery
- Oct/Nov___ --- Initiate no-wake rule for mid lakes (need two floating "No Wake" bouys for west end of both mid lakes)
- Oct/Nov___ --- Nov ___ --- Island earthwork
- Nov ___ --- Install island irrigation
- Nov ___ --- Repair of shoreline on east end of south, mid-lake.
- Nov ___ --- Preventive shore repair under dock at boat ramp.
- Nov ___ --- Seed island? and install fabric?
- Nov ___ --- Start refilling lake (i.e. Allow to fill if rains.)
- Dec ___ --- No-wake rule lifted on mid-lakes.

2) Equipment
- 4WD tractor with heavy, toothed, box-blade.
- Small dozer?

- Sheeps foot for compaction? (or are dozer tracks adequate?)
- How to order/deliver equipment?
- What are the cost/timing requirements?
- Who will operate equipment?
- NSF? (Involved with bridge repairs)
- Dixon Brother's Tractor & Dump Truck Services?

- Gordon's operator?
- Volunteers from LOK property owners?

- Note: Mark Petrie (new LOK resident) mentioned last week that he had some prior dozer operating experience if that was helpful.

3) Island and shoreline modifications
- How to contour? (10:1 run-to-rise or better) (Recommending 10:1 to 12:1.)
- Elevation of island after modification? (Proposal is to drop the peak by ~6" to improve slope.)
- Any vegitation planned? (Board is determining. )
- Any fabric planned? (Joe Shea getting quotation for Landlok 435 product, which is a permanent fabric. Cost is <$10k for material. See attached Sep 8 request for quotation. David said Board was investigating other options as well (NSF. Joe is trying to set up meeting with fabric supplier for on-site review.)
- Any irrigation in plan? (Capital Committee is planning irrigation.)
- Repair at east end of south, mid-lake is same as island (without irrigation)?
- Repair under dock at boat ramp is __________? (Concrete bags? Stabilized sand? Fabric?)

4) Communication Plan
- lake level plans

5) Confirm no other modifications?

Lake Committee
Saturday Sep 6, 2008 (2:00 - 3:30 at Shea's house)

Agenda Items:

1) Timline of 4Q08 lake maintenance
- Keith's note recommended starting to drop lakes on Oct 15. (This is the earliest date per David. Start date will be limited to at least 30 days past resolution of discussions with Gordon due to a 30 day delivery of the work barge that has not yet been ordered.)
- Finish dropping level by when? (Estimating 5-10 days. Looks like we can drop the lake 1.5 - 2"/day based on pre-Ike water dump. )
- Dry out by when?
- Dirt work by when?
- Other preparation (cloth?) (See below)
- Start refilling lake on Nov 30? (Based on Oct 15 start. Looks like it may be later. Targetting not to let this slip past year end.)
Or should the timing of the whole schedule be shifted back one month (i.e. Nov 15 - Dec 30) to move into cooler weather when less folks want to ski?

2) How low to drop water?
- Current elevation is 2" below spillway (Sep 5) (Now back to overflowing the spillway post-Ike.)
- Keith's note said drop lake one foot for maintenance.
- Will 12" drop shut down lake use? (Boats hitting subbouys and magnets. Depth of water in tunnels.)
- Can we do work with max 8" drop? (This was the lowest we saw this spring. May be the lowest level that lets people get boats off dock, and still use lakes. - Do we need to make the two mid lakes "no wake" from Oct 15 - Nov 30? (David recommended starting with a 6 inch drop to let the shoreline start to dry out. Will attempt to go no lower than 8 inches below spillway if possible to keep lakes open. Note: Mid lakes will probably be no-wake during drying and maintenance period.)

3) Equipment
- What equipment is being provided? (Board is negotiating with Gordon. Envisioned to include a 4WD tractor with heavy, toothed box-blade. Note: Post meeting, Joe Shea thinks it might be useful to include a "sheeps foot" to help with compaction and shoreline consitency.)
- Weight of equipment being provided? (Believed to be well less than 7000 pound dock boutancy limitation.)
- Who is arranging equipment delivery? (Board is negotiating with Gordon.)
- What are conditions of use? (Board is negotiating with Gordon.)
- Who is operating equipment? (Board is negotiating with Gordon.)

4) Work Barge
- How is this being delivered? (Board is negotiating with Gordon.)
- When is it available? (Kelvin was wondering if it would be here for use as a starting dock for the Sep 20 tournament) (30-day delivery after negotiations with Gordon complete. No, it won't be available for Sep 20 tournament. Note: Tournament is being cancelled anyway because of Ike.)
- Can we load equipment on/off the barge? (Earlier discussions with Gordon indicated that he was going to provide some type of ramp device so the barge wouln't bottom out when equipment is loaded on it? Are these ramps included with the deal?) (Yes, ramps will be incorporated.)

5) Island modifications
- How to contour? (10:1 run-to-rise or better) (Recommending 10:1 to 12:1.)
- Elevation of island after modification? (Proposal is to drop the peak by ~6" to improve slope.)
- Any vegitation planned? (i.e. Do we need time in schedule to let vegitation reestablish; although the only thing that will grow that time of year may be winter rye.) (Board is determining. )
- Any fabric planned? (See prices in reference section below) (Discussed options and samples provided by Joe Shea. ACTION: Joe Shea to get quotation for Landlok 435 product, which is a permanent fabric. Cost is <$10k for material. See attached Sep 8 request for quotation. David said Board was investigating other options as well.)
- Any irrigation in plan? (Capital Committee is planning irrigation.)
- Etc. (Concrete blocks/matting is too expensive at $100k to $150k for material alone.)

6) Other modifications?
- Tunnel depth? (Nothing specific in plan currently.)
- Tunnel appoaches? (If not, when?) (Nothing specific in plan currently.)
- East end of mid lakes? (Yes, probably will do a section concurrently with island work.)

7) Property Owner Shoreline Repairs
- _____ lots with significant cliffs. (Joe will do a survey per Board's request) (Survey completed by Joe, Chuck and Kelvin. Results submitted to Board on Sep 16.)
- How to notify owners? Keith said "We (assume MMC) send a letter to homeowners letting them know there will be a window between Oct 21 and Nov 30 (weather permitting) where they will have time to get their shorelines fixed/repaired. The letter will need to go out by Sept 30th, so that each homeowner has enough time to get ready and be prepared. " (Board to handle communication to lot owners via MMC.)

8) Misc
- What did Keith mean by, "Then we can repeat this process with the goal being to have everyone’s shoreline completed by Jan 31, 2009"? (Nothing Per David, this refered to the notification process to property owners.)

9) Other
- Quick comment about lake water testing in warm months this summer. Did we see any spike in bacteria? (No. Bacteria count actually dropped in July.)
- Quick comment about boat sticker compliance. (Joe has a request in to Jessica to obtain info concerning who has obtained stickers to date. We should be in the 100% compliance mode at this time.) (David said this was confidential and the Board would be sending out additional communication to boat owners. About 10 boat owners have not received stickers (some just do to communication problems). We are aware of several people who were issued stickers and have not yet applied them to their boat. MMC communication should help raise compliance level.)

Joe,

We wanted to give you an update on where we are with Gordon/LSF Development and the island project you guys have been looking at. As you now know, we have reached an agreement with Gordon. Part of that agreement includes the repair of the island. What Gordon has agreed to is the following:

• buy us a barge/float that we will own and have for the community and can use to transport equipment over to the island;
• lend us equipment to repair and fix the island and island shoreline
• pay to fix the south bridge and pay for aesthetic work on north bridge

On October 15th, we will begin to lower the lakes to the appropriate levels (one foot) so we can work on the island. Between now and then, can your group go around the community and create a list of every homeowner who needs to have shoreline repair done? Once we get that list, we will send a letter to homeowners letting them know there will be a window between Oct 21 and Nov 30 (weather permitting) where they will have time to get their shorelines fixed/repaired. The letter will need to go out by Sept 30th, so that each homeowner has enough time to get ready and be prepared.

While we don’t believe we’ll be able to get every shoreline fixed by November 30th, the goal is to get as many fixed as possible. Then we can repeat this process with the goal being to have everyone’s shoreline completed by Jan 31, 2009. Once that is completed, you guys will need to create a plan to perform shoreline maintenance every 6 months.
